Girl Scouting began in Anchorage in 1926 but during the depression and World War II troops became inactive. After the war, a Council Charter was applied for and granted in 1947.  The Council jurisdiction was extended in 1962 to cover all Girl Scouting in Southwest Alaska from the 63rd parallel (north of Glennallen) south to the tip of the Aleutian Chain and from the Alaska-Yukon border west to the Bering Sea.

The doll's scout uniform was made by Mrs. Pat McClure who began her scouting career as an adult in Valdez in 1951, becoming a leader again in 1971, and serving the Council until 1983.
